How to check land zoning in Vietnam before you buy

How to check zoning for a land plot in Vietnam: ward office, land registration office or provincial portal, what to ask, reading the answer, new place names.

· 3 min read · lnd.vn

Checking land zoning in Vietnam is a must before you pay a deposit on any plot. A well-priced plot may sit inside an area planned for a road, a park or public works, and then building, subdividing and even reselling can be restricted. This guide covers three common ways to check zoning, what to ask, how to read the answer and what to keep in mind after the administrative boundaries changed on 1 July 2025.

Why zoning matters before you buy

  • Land within a planned project area may be recovered by the State for that project.
  • Land within a road setback, where the road is due to be widened, has restrictions on building.
  • Zoning also sets building density, permitted floors and whether the plot can be split.
  • Banks and future buyers will check zoning too, so affected land is harder to resell.

How to check land zoning in Vietnam: three places to ask

MethodAdvantageNote
Ask the ward or commune People's Committee in personLand officers know the area and recent plansBring a copy of the title with the map sheet and parcel number
File a request with the land registration officeYou receive an official written answerMay involve a fee and a few working days
Use the province's online planning portal, if availableFast, with mapsFor reference only; always confirm with the authorities

Third-party zoning apps can be handy, but their data may be out of date. Never rely on a single app when deciding to commit money.

What to ask when checking zoning

  • What land use is the parcel designated for under the current land use plan?
  • Is it included in any land recovery plan, road widening or public project?
  • What is the road setback in front of the plot, and which part is affected?
  • What building density and maximum number of floors apply?
  • Can the parcel be subdivided, or its land use changed?

After 1 July 2025: watch the place names

Since 1 July 2025 Vietnam has 34 provinces and new wards and communes, with local government reduced to two levels: province and commune. Many older titles still show the former district and commune. When you ask about zoning, bring the map sheet and parcel numbers and go to the new ward or commune the land now belongs to. Listings on lnd.vn already follow the new boundaries: open find land by ward to see the area you are interested in.

Reading the answer: what to do if the land is affected

  • Partly within a road setback: recalculate the usable area and negotiate the price on what remains.
  • Inside a public works plan: think very carefully, because building and transfer rights may be limited.
  • Plan unclear or under revision: wait for a written answer; do not pay a deposit on promises.
  • Not affected: still check mortgages and disputes and measure on site, as in our land buying checklist.

Keep a written record

Whatever you learn, keep it in writing. Ask for any official reply as a stamped document, photograph the planning map you were shown, and note the date and the officer you spoke to. If you buy, file these papers with your title and deposit agreement. If a dispute ever arises about what was known at the time of purchase, a written record carries far more weight than a remembered conversation. When you work with a notary or lawyer, give them copies too so they can check the transfer against the planning information.

Match the map to the ground

A zoning map only helps if you are sure it shows the plot you are standing on. Measure frontage and depth with a tape, compare them with the dimensions on the title, and check the road direction and neighbouring parcels. Bring a long tape or a laser meter from measuring tapes for land. If the numbers differ significantly, ask for a new survey before signing.

Questions people ask

Are zoning apps accurate?
Use them for reference only. The official answer is a written reply from the competent authority where the land is.
Is it a problem if the title shows the old district name?
Older titles remain valid; for transactions or zoning questions, go to the new ward or commune the parcel now belongs to and bring the map sheet and parcel numbers.
